For thought: If angels can be tangibly "transformed" into human form, couldn't God also be "made flesh" (Jesus)? Doesn't Genesis 6:1-4 speak of how the sons of God (angels) procreated with the daughters of men (humans)? At least the implication is that those sons of God were in fleshly form.
For thought: Might that angel who was expected to move the waters be the very angel called Raphael as mentioned in the book of Tobit? He was (and in some religious circles still is) considered to be an angel of healing. The term "Jehovah-Rapha" is used to describe "the Lord who heals" much like "Jehovah-Shalom" is called "the Lord our Peace-giver" or, as in some songs, "Jehovah-Jireh" for "the Lord who Provides".

There are ways in which God has revealed His will as recorded in the Bible:
Scriptures, indeed, reveal a great deal about God's will and character. They tell us WHO God is and WHAT He wants. From the text, we see that God is not limited to just a few ways or only to ways we expect in revealing himself. In the next discussion, we will look at how God may reveal Himself through people and circumstances.
